WENTWORTH PARISH COUNCIL ANNUAL GENERAL MEETING Held in the Village Hall Wentworth On Monday 17th October 2011 at 6.35pm Present Present 3036. Councillor Mr I. The minutes of the meeting held on 5th September 2011 were accepted as a true record and were authorised to be signed by the Chairman Proposed Councillor Lomas Seconded Councillor Clamp Matters Arising 3039. The email from Wentworth Estates concerning the hedges was read to the meeting and noted. 3040. A tenant of the Barrowfield properties as asked that the lease be amended to include a second named tenant. The matter was discussed and further advice is to be sought, The matter to be deferred to the November meeting. 3041. Consideration is to be given to the purchase of a memorial bench to the young of Wentworth, this would be similar to the existing Harley memorial bench. The matter to be deferred to the November meeting. 3042. Work has nearly been completed in clearing the stones from the area of Wentworth playing field near to the Rockingham Arms. There was a greater quantity of stone than was first anticipated. 3043. The missingKirby Lane road sign has been re-reported and a dog/litter bin has been requested. Clerk to confirm the request to RMBC. 3044. Authorisation of cheques and Direct Debit payments for October Proposed Councillor Clamp Seconded Councillor Daley 3045. YLCA have requested further details to be able to advise ion the potential VAT issue. 3046. No further progress has been made on the charity account and a visit to branch is required. Members have attended a meeting hosted by Brinsworth Parish Council to discuss opposition to the proposal by RMBC to charge for maintaining amenity areas. Several items were identified for further discussion. Publicity of the issue by joint parish councils, not individual parish councils The 1974 agreement whereby RMBC's obligation to provide recreation facilities was facilitated by the use of parish council owned areas, maintained free by RMBC Competitive costs of RMBC tenders, not enough detail is being supplied for meaningful comparison How would RMBC work be monitored Double rating of parished areas The suggestion was made that each parish council agree to contribute a maximum £100 towards legal advice. RMBC consultation process How does this conform to the Joint Charter, an RMBC initiative, is the agreement now broken. 3050. A quote has been received and discussed from Horrocks Pitch Care, RMBC is to be contacted with a request to break their second quote down into constituent parts so it can be compared to the Horrocks quote. The second has not yet supplied a quote. 3051. Members asked if RMBC had ever discussed how parish councils could fund the additional large payments that will be required for the additional grounds maintenance. It appears they have offered no suggestions. 3052. An article on grounds maintenance is to be included in the newsletter, but this will not be finalised until after the Parish Council Liaison meeting on the 18th October Open Forum 3053. The road surface on Harley Road, near to the junction at Mill Lane needs repairing. Clerk to report 3054. It was noted that the new traffic initiatives on Cortworth Lane have had a noticeable effect on traffic speeds. There have been two vehicles that have hit the wall along Hague Lane. 3055. The manhole cover near to the phone box in Wentworth is still noisy when vehicles drive over it. Clerk to report 3056. Members asked if warning signs advising of pedestrians crossing could be installed at the top of the hill on Kirby Lane and no dog fouling or tipping signs near to the footpath gate. Clerk to request. 3057. There is still debris tipped at the middle gate on the footpath off Kirby Lane, Clerk to report. 3058. Age concern is to be contacted regarding the fitting of the next phase of the personal security initiative. 3059. The road surface along Kirby Lane, on the hill, is breaking up and needs repairing.
