WENTWORTH PARISH COUNCIL MEETING

Held in the Mechanics Institute Wentworth

On Monday 21st January 2008 at 6.31pm

1708. Minutes

The minutes of the meeting held on 17th December 2007 were accepted as a true record and were authorised to be signed by the Chairman.

Harley Play Scheme

1709. A cash flow forecast had been circulated for the scheme showing the forecast timing differences between incoming grants and expenditure. Ms Staton-Dayes confirmed that the HPG has written confirmation for the grants to be received, a copy is to be forwarded to the parish council. It was noted that the public liability cover of the parish council will be adequate to cover the new scheme and that insurance for the equipment can be obtained. The Harley Village Partnership is to make a 100% contribution to the cost of the yearly premium.

1710. The scheme to go ahead as discussed, the parish council to purchase the equipment, funded by donations from and arranged by HPG

1711. RMBC Housing Renewal Fund is to be invoiced for their donation as soon as possible and the order for the equipment to be placed shortly after. A receipt to be issued to HPG. Clerk to arrange.

Matters Arising

1712. The results of the HGV survey in Wentworth have been received from RMBC, although it showed 87 vehicles had passed through the village (both directions) in a period of 12 hours, this is considered acceptable by RMBC and no further action is proposed.

1713. RMBC confirmed that the new Harley speed signs cannot be changed to read slow down, or similar. A slow down sign can only be placed after a warning sign as on the A6135 after the warning of the bend sign.

1714. RMBC are to look at ways of maintaining local rights of way and are considering devolving responsibility to a local parish council representative. Members are in favour of continuing with the current system, which works well with a good response to issues. Clerk to advise RMBC

Police Report

1717. It was noted that there had been a few incidents of youth nuisance around Wentworth, but that police had been seen in the area. Councillor Dickerson reported an incident in Barley Hall, a vehicle had crashed, damaging property, the vehicle was thought to have been involved in other crimes.

1718. It was noted that the police are to encourage to use of intelligent paint to combat metal thefts and that they are to visit Wentworth Estate properties shortly to carry out crime prevention checks. Councillor Hunton to ask about checks for private properties.

1721. It was agreed that the area around Wentworth cricket field is in need of regular maintenance, WVCA are prepared to contribute 50% to a scheme of regular maintenance. Councillors Hunton and Stevenson to consider the proposal further

1722. Wentworth Estates are progressing with the renovation of the sports pavilion, on completion the pavilion is to be formally named.

1723. Councillor Hunton raised the problem of space in the committee room and the reinstatement of the pictures, WVCA have agreed that the pictures and parish map can be reinstated.

1724. Parish Plan

Mr Morley noted that the production of the plan documentation had slowed recently, they are looking at using outside resource to produce an publish the materials. They are also hopeful of holding a formal launch event with RMBC councillors, the Chief Executive and MP being invited. It is thought important that local and national Government are in attendance to be seen to be in favour of the initiative.

The original terms of reference, created 12 months ago have been revisited and they are still considered applicable, the original conclusion of having the same group to monitor the outcomes and success of the plan is still thought to be the best option. Councillor Lomas noted that many of the issues identified within the parish plan are issues that the parish council has been campaigning on for many years and that the parish council is not publicising its activities enough. Members agreed that the newsletter should contain more items on parish council initiatives and all ought to consider the content for the next issue.

Open Forum

1725. Councillor Lomas noted that the request for a new dog bin for Wentworth is now on the WNAA list.

1726. Councillor Hunton asked that the proposed start date for the next phase of the Wentworth street lighting scheme be ascertained.

1727. Councillor Hunton asked the Streetpride be asked to look at the kerb on Clayfields Lane, the work was promised to be undertaken some considerable time ago.

1728. Councillor Lomas requested a schedule of grass cutting for 2008 be obtained from RMBC

1729. Members agreed that litter picks be requested for Kirby Lane, The area along the B6090 between Harley and Wentworth and along Cortworth Lane, near the mausoleum area. A dog warden was also requested to patrol Kirby Lane.

1730. It was noted that a new park ranger has been employed by Wentworth Estates

1731. Back Lane needs edging as the grass is encroaching on to the footpath. Clerk to report

1732. The need for village wardens was raised, clerk to write to RMBC

1733. The next meeting was confirmed as the 18th February 2008 at 6.30pm at the Mechanic's Institute. Agenda to be distributed.
