WENTWORTH PARISH COUNCIL MEETING

Held in the Mechanics Institute Wentworth

2070. Minutes

The minutes of the meeting held on 15th December were accepted as a true record with the exception of minute 2050, which was amended to read

Councillor Dickerson asked that the matter of a bridle path along the outcrop road be considered.

Matters Arising

2071. Planning applications have been submitted for a canopy at the school, to amend the opening hours on the current Wentworth Garden Centre restaurant planning application and for an extension on Hood Hill Road. The school details are to be forwarded to councillors. No objections or comments were made on the Hood Hill Road and Garden Centre applications.

2072. Mr Morley advised the meeting of the current status of the proposed Harley street lighting scheme. A contribution of £8,000 would support a scheme of 22 new street lights. The lights to be of lantern design, as in Wentworth, but mounted on standard poles with additional brackets, painted black.

2073. The parish council confirmed its earlier motion to contribute to the scheme to a maximum of £8000, subject to the satisfactory completion of the Wentworth scheme, there are still outstanding works to be completed.

2074. WVCA have responded regarding the traffic chaos at he recent Wentworth bonfire event, the letter was critical of the clerks style of correspondence, noting that such correspondence is unhelpful to relationships between the various organisations. Members of the WVCA went on to explain that they had done as much preparation as possible to mange the traffic situation, but felt they had been let down by other organisations. RMBC had failed to provide the requested traffic cones and members of SY police had been in attendance at the event, but were mainly concerned with policing the event itself. The traffic issue was too great a problem for the two PCSOs on duty to manage effectively.

2075. Further to the request to explain why the event had been so well publicised and had attracted numerous people from outside the parish, the WVCA members noted that he association had not advertised the event anywhere but on the notice outside the Mechanic's Institute. It was believed that RMBC were responsible for a general bonfire event advertisement in local papers.

2076. It was agreed that members of the WVCA should attend the parish council meeting in September or October and discuss the 2009 event and the management plans that have been put in place. Clerk to write to RMBC noting that their failure to supply cones as requested and to adequately patrol the event lead to appalling traffic issues and numerous reports to the police.

2077. Mr Daley stated that he was personally disappointed with the letter which inferred that WVCA had not done all that was required to manage the event properly. Councillor Hunton apologised for the misunderstanding that WVCA had advertised the event, but noted that the traffic issues needed to be avoided at future events. 2078. Mrs Shaw gave a brief update on the matter, there have been a further three accidents since the last meeting. One of the accidents demolished a street light. The accidents have been added to the A6135ARG's log of incidents.

2079. The date of the Coroner's inquest into the 2008 fatalities has still not been confirmed.

2080. Members asked if RMBC could inspect the bridge at Harley, it appears to be cracked and concerns have been raised about the weights of vehicles using the bridge. Clerk to request.

2086. RMBC along with other councills now have the power to deal with untaxed vehicles that are in private car parks, as such RMBC will include this in their regular patrols of the village car park. Members noted that patrols are taking place and that fines have been issued for vehicles parked without a ticket or parking permit.

Pro Active Councilling

2087. Councillor Lomas has written to SYPTE regarding the 44 bus service, there are issues with the service after the closure of the Harley post office. It is understood J Healey MP is in support of the matter, the issue to be discussed further at the February meeting

2088. The newsletter is progressing and articles are to be included from the police, the church and Harley Activity Group amongst others an article on the precept is to be included

Open Forum

2089. Concerns have been raised about the Strategic Waste Development Proposals, although none of the proposed sites are in the Wentworth parish, it has been noted that some of the proposed sites will be visible from Wentworth Woodhouse. A copy of a letter from Purcill Miller Titton has been received, this notes that there would be adverse effects to the views from the house and park and goes on to recommend that such views are safeguarded. Clerk to write to Wentworth Woodhouse.

2090. Members also noted that the gates on the public footpath crossing the cattle grid near the house have to be returned to their original condition, it was thought the new kissing gate is being found difficult to use by some groups. Clerk to write to RMBC asking for clarification of the position.

2091. The initiative to open the Outcrop bridle path is considered to have little chance of success and Councillor Dickerson advised that it should no longer be considered by the parish council.

2092. It was noted that the roofing felt on the Nether Haugh bus shelter has been damaged, clerk to arrange repairs.

2093. There has been no reply from RMBC on the matter of the street light wires on Occupation Road and the fence at the Harley bends has still not been attended to. Clerk to prompt

2094. The BT phone box has still not been repaired. Clerk to prompt BT

2095. Members asked that RMBC be asked to provide a traffic mirror at Nether Haugh

2096. The Spittalhouses stone is leaning again, a parishioner has requested permission to tidy the area and set the stone on a plinth. The parishioner has been advised to contact Wentworth Estates.

2097. Members noted that litter is accumulating along Coach Road. Clerk to contact Wentworth Estate with a request to work together to improve the situation. It was noted that the requested litter pick along Kirby Lane still had not been undertaken. Clerk to report

2098. The street light opposite the Mechanic's Institute is out, clerk to report

2099. The hedge on Barrowfield Lane is encroaching on to the footpath, clerk to report to Wentworth Estate.
