WENTWORTH PARISH COUNCIL MEETING Held in the Mechanics Institute Wentworth On Monday 18th February 2008 at 7.00pm 1734. Present Councillor Mr D. Hunton (Chair) Councillor Mrs L. Hardwick (Deputy Chair) Councillors Mr C. Woodcock, , Mr I. Lomas, Ms S. Hales, Ms L. Stevenson, Mr J. Jones RMBC Councillor Mr F. Hodgkiss 1735. Apologies For Absence Councillors Mrs M. R. Dickerson, Miss B. Sharp MBE 1736. Minutes The minutes of the meeting held on 21st January 2008 were accepted as a true record with the exception of minute 1708, which was amended to Seconded Councillor Woodcock The minutes were then authorised to be signed by the Chairman. Proposed Councillor Hardwick Seconded Councillor Woodcock Matters Arising 1737. RMBC are unable to provide a schedule of grass cutting for the parish, but do expect the service to be better than in 2007. 1738. The plaque has been removed from the Barley Hall memorial bench, it was noted that the Harley memorial benches are still in progress at the joiners. 1739. A request has been made to hold a wedding reception on the Wentworth playing field. The parish councillors approved the request. Clerk to advise WVCA 1740. Harley Play Scheme The deposit invoice has been received, but despite prompts RMBC have so far failed to send their contribution to the scheme Clerk to pursue the overdue debt. 1741. Recycling Collection A complaint has been received about the blue box recycling collection, it appears that the collectors are throwing any items not suitable for recycling on the floor and leaving an unsightly trail. Clerk to report to RMBC Finance 1742. Authorisation of cheques and Direct Debit payments for February Proposed Councillor Lomas Seconded Councillor Stevenson 1743. The proposed audit review was circulated to councillors for discussion at the next meeting. Police Report 1744. The police mountain bikes have been formally presented to the police at an event at the Wentworth Estate office. The police are now requesting a schedule of parish events so they may be in attendance. Correspondence 1745. General Correspondence SYPTE Yorcard pilot RMBC Introduction of national planning application forms YLCA Agenda & minutes RMBC Borough standards committee SYPTE Change of address Audit Commission Appointment of BDO Stoy Hayward as auditors RMBC Planning list RMBC Planning list RMBC Planning list RMBC Planning list Pro Active Councilling 1747.Parish Plan The parish plan is ready to go to design and publication and quotes are being sought. The launch date is yet to be finalised, the PPG are having difficulty contacting the Chief Executive of RMBC to arrange a convenient date or receive confirmation that he will be unable to attend. 1748. WNAA Councillor Hunton had attended the last networking meeting, the main topics were the code of conduct and licensing. Parish councils are no longer automatically consulted for new or changed licences. It was noted that the household refuse collection would take place on the 22nd March and that RMBC will be leafleting households about the scheme. 1749. Newsletter Items Councillor Woodcock asked if an article on the growing rat problem could be included in the next newsletter. Clerk to contact Environmental Health and put on the next agenda. Open Forum 1750. It was noted that a reorganisation of the 227 bus service route has meant that the service now runs late, clerk to write to SYPTE. 1751. Councillor Hunton had received a complaint about parking along Main Street and asked that the provision of further yellow lines be added to the next agenda, and that RMBC be prompted about the promised H signs. 1752. Councillor Hardwick noted that the stream at the side of Harley Road is flooding and needs attention. Clerk to contact the local drainage board. 1753. Councillor Hunton asked if the road mirror near to the kennels could be replaced, the old one is insufficient 1754. Quotes for the repair work to 119 Barrowfield are proving difficult to obtain, the parish council agreed to accept the current Quote. 1755. RMBC Councillor Hodgkiss noted that there is little attendance at his Saturday Surgeries and asked that a notice be put in the notice board. Councillor Hunton is to arrange a walkabout visit with RMBC Councillor Hodgkiss 1756. The next meeting was confirmed as the 17th March 2008 at 6.30pm at the Mechanic's Institute. Followed by the Annual Assembly at 7.30pm. Agenda to be distributed. The Meeting closed at 8.11pm
