WENTWORTH PARISH COUNCIL MEETING

Held in the Mechanics Institute Wentworth

On Monday 15th FEBRUARY 2010 at 6.30pm

2453. Present

Resignation

2454. The resignation of Councillor Jones was noted and discussed. A letter expressing thanks for his work for the community to be issued.

2456. Wentworth Estates have requested a nomination for a new charity trustee, after the resignation of councillor Jones. Mrs C Shaw was proposed and confirmed she would accept the nomination, Wentworth Estates to be advised

2457. It was agreed that the election of a vice chairman would take place at the May Annual General Meeting

2458. The minutes of the meeting held on 25th January 2010 were accepted as a true record and were authorised to be signed by the Chairman

Matters Arising

2459. RMBC have responded to the enquiry regarding the provision of further grit bins in the parish. It would appear several parish councils have made similar requests and RMBC have responded with a proposed scheme to issue licences to parish councils to allow them to purchase and maintain their own grit bins. However, there are implications as to position and liability which must be considered. Members raised several comments, which are to be forwarded to RMBC. The matter to be added to the March agenda

The proposal appears to be an abdication of responsibility by RMBC and seems to be an easy option.

RMBC are keen to be seen to work in partnership with parish councils, the proposal is far from working in partnership.

Is there to be a reduction in council taxes, should the parish council take this option, parishioners will in effect be paying twice for a service.

2460. RMBC have been approached about the possibility of working with the parish council to extend the Wentworth street light scheme to Friers Croft. RMBC responded positively and are to supply scheme costs.

2461. RMBC have not yet responded to the enquiry about a second set of lights for the car park. Clerk to prompt.

2462. No response has been received about the problem of flooding on Barrowfield Lane. However, it was noted that the improvements to the drains at the top of Mill Lane appear to have resolved the problem of flooding there.

2463. It was noted that the give way sign at the junction of Mill Lane and Water Lane has not been replaced after being knocked over in a previous accident. Clerk to report.

2464. RMBC have visited the site of the problem bridle path on Kirby Lane, but could see no issue. RMBC are to contact Councillor Dickerson so the matter can be fully investigated.

2465. There have been complaints of slippery leaves on Kirby Lane and Main Street, matter to be reported to RMBC.

2466. The Harley street light scheme is virtually complete and parishioners are giving positive feedback about the scheme. Members thanked Mr Morley and the PPG for instigating and managing the project.

2467. There has been no further information about the uneven paving stones, although it appears that RMBC have marked the worst areas, presumably for repair.

2468. It was noted horse riders are still using Back lane, the matter to be reported to Wentworth Estates

2469. The A6135ARG are having difficulty obtaining the full statistics for the recent traffic survey, only part of the survey has been forwarded so far. Speed camera vans have been at the site several times during the past month and Huddersfield University have requested permission to use the campaign in a thesis.

2470. Members of the group are to attend a Tankersley parish council meeting, it appears that the council has been less proactive about the matter than Wentworth.

Harley Village Hall

2471. The development of the new car park at the site is underway, the scheme has been delayed due to changes in design requested by Wentworth Estates. The main scheme is still in progress and more emphasis is to be placed on obtaining funding. Representatives of the group initiating the proposals have been interviewed on local radio stations. Concerns were raised that last minute design changes may be raised by Wentworth Estates, possibly increasing the cost of the project.

Security Initiative

2472. It is thought that 22 safes will be required for phase 2 of the initiative. Members to liaise with identified parishioners.

2474. The BT kiosk adoption is progressing, members were advised that all liability, including the responsibility for any lead paint that may be on the kiosk, will be transferred to the parish council. BT will remove the telephone equipment and will continue to be responsible for the electricity supply for the next 5 years. Members confirmed that the adoption process should proceed.

Proactive Councilling

2477. Licences are still holding up the proposed film club, although it is hopes the group will be in a position to apply for the necessary licences before the March parish council meeting.

2478. A WVCA meeting is to be arranged to discuss the management of the Mechanics Institute.

2479. Articles are still required for the Newsletter, the target publication date is now April.

Open Forum

2480. It was noted that a bracket has broken on one of the Harley village signs, HVP to resolve.

2481. The yellow lines along Main Street need re-painting. Clerk to report.

2482. The road surface at the junction of Occupation Road and Coach Road is becoming slippery, members asked that an anti skid surface be considered as there have been several accidents at the site, often involving stationary vehicles. Members asked that the B0690 junction with the A6135 also be considered for an anti skid surface.

2483. The school bus has to turn at the junction of Occupation Road and Coach Road and reverses down Occupation Road causing traffic problems. Members asked that a request be made to reverse along Coach Road. Clerk to contact SYPTE.

2484. There have been problems with the 227 bus service, buses have been late or missing. Clerk to report to SYPTE.

2485. The next meeting was confirmed as the 15th March 2010 at 6.30pm at the Mechanic's Institute, followed by the Agenda to be distributed.
