WENTWORTH PARISH COUNCIL MEETING Held in the Mechanics Institute Wentworth On Monday 17th March 2008 at 6.30pm A minutes silence was observed to remember Councillor Betty Sharp who has sadly passed away 1757. Present Councillor Mr D. Hunton (Chair) Councillors Mr C. Woodcock, , Mr I. Lomas, Ms S. Hales, Ms L. Stevenson, Mrs M.R. Dickerson RMBC Councillor Mr F. Hodgkiss Parishioner Mr R. Clamp (from 6.50pm) SY Police PCSO's Ms K. Sykes and Mr P. Gray (From 7.10pm) 1758. Apologies For Absence Councillor Mrs L. Hardwick (Deputy Chair), Mr J. Jones 1759. Minutes The minutes of the meeting held on 18th February 2008 were accepted as a true record and were authorised to be signed by the Chairman. Proposed Councillor Lomas Seconded Councillor Hales Matters Arising 1760. RMBC have been prompted over the provision of H-Signs in front of roads and driveways leading from Main Street. The works order has now been issued and the work is expected to commence shortly. 1761. Yorkshire Water should have been to inspect and bait the sewers in Wentworth to help alleviate the rat problem 1762. Enquiries have been made regarding the clearing of Harley stream, it appears that it is the responsibility of the landowner. Wentworth Estates to advise the tenant. 1763. Complaints have been received about the drains near Toll Bar cottage and Mill Lane, during heavy rain water floods across the road because the drains are blocked. Councillor Lomas noted that almost every drain between Wentworth and Harley is blocked. Clerk to report 1764. A large pothole is causing issues on Church Drive, clerk to report to Wentworth Estate. Harley Play Scheme 1765. The RMBC grant payment towards the scheme has been pursued and should be paid within the next couple of days. The invoice had apparently gone on hold. A further contribution has been received from the HPG. It was noted that work on the first phase of the scheme is to commence either 24/03 or 31/03. Finance 1766. Authorisation of cheques and Direct Debit payments for March Proposed Councillor Lomas Seconded Councillor Stevenson 1767. The audit review proposal circulated at the last meeting was accepted in full. 1768. A replacement boundary fence is required at 117 now the work on the garden is complete, quotes to be sought 1769. The OAP Treat fund has made a donation towards a commemorative bench for Councillor Sharp, it was decided to site the bench next to the Best Kept Village award in the car park. A small flagged area to be created and a bench ordered from the forge. Police Report 1770. SY Police have sent a letter of condolence, praising the work of Councillor Sharp. Correspondence 1771. The request to hold a treasure hunt on behalf of the British Heart Foundation was approved, but concerns about the sponsored bike treasure hunt were expressed. Previous similar events have compromised the privacy of parishioners and participants have been seen to be peering into windows. Clerk to write to RMBC asking that residents privacy be respected. 1774. The request by Wentworth Estate to hold a hockey match on the playing field was approved. Clerk to advise WVCA 1775. Wentworth Estates have requested a nomination to fill a vacancy for a charity trustee. The parish council nominated Mrs S Clayton, Councillor Hunton to liaise with Mrs Clayton, Clerk to advise Wentworth Estate Proposed Councillor Jones Seconded Councillor Stevenson 1776. Wentworth Estate have requested that the parish council remove documents stored in the estate office. Councillor Stevenson to look at what is actually stored there Mr R Clamp joined the meeting at 6.50pm Planning Matters 1777. A planning application has been made to form an outdoor horse training arena on land at Cortworth Lane. The plans were discussed and no objections raised. Pro Active Councilling 1778.Parish Plan Mr Morley advised the meeting that the plan document is now in its first draft and that a launch event is being organised for the 10th April. The Chief Executive of RMBC is not expected to attend the event. PCSO's Ms K Sykes and Mr P. Gray joined the meeting at 7.10pm WNAA</P> 1779. Leaflets are being distributed about the forthcoming visit by RMBC refuse wagons, any rubbish will be accepted including old fridges. 1780. Councillor Hunton advised the meeting that Councillor Lomas had received a special award at the last WNAA meeting. He offered congratulations from the Chair and members of the parish council. 1781. Councillor Lomas noted that a draft Euro Baseline Study has queried the constitution of the WNAA and the fact that two parishes can only be represented by one individual 1782. Councillor Hunton noted that the police bikes had been mentioned at the last WNAA meeting, they are in full use and two further PCSO's are being trained. PCSO Gray commented that more funding is required to equip the officers. Open Forum 1783. Mr Clamp enquired about the vacancy on the parish council and expressed an interest in joining. The formal notice advertising the vacancy have been displayed and it was hoped that the decision on whether an election is to be held will be known by the April meeting. Clerk to keep Mr Clamp advised of the process. 1784. The litter pick requested on Kirby Lane has still not been done, clerk to prompt and add Mill Lane, Coley Lane and fly tipping along Burying Lane to the request Next Meeting 1785. The next meeting was confirmed as the 21st April 2008 at 6.30pm at the Mechanic's Institute. Agenda to be distributed. The Meeting closed at 7.27pm
