WENTWORTH PARISH COUNCIL MEETING

Held in the Mechanics Institute Wentworth

The minutes of the meeting held on 15th February 2010 were accepted as a true record and were authorised to be signed by the Chairman

Matters Arising

2489. A response has been received from RMBC regarding the non-attendance of RMBC representatives at parish council meetings. RMBC support their staff in minimising evening attendance at meetings, the accrued time could, if sufficient, lead to disruption during normal working hours as staff utilise the accrued hours. The response also clarified that RMBC representatives, other than Street Pride, are in attendance at the Area Assembly meetings. 2490. An update on the return of grounds maintenance to RMBC direct labour has been issued, contact details are included.

2491. SYPTE have responded to the complaints about late and missing services on the 227 bus route. It appears that there have been mechanical issues and the service provider has met with SYPTE to explain how the service reliability will be improved.

Police Matters

2492. The main issue has been the issuing of fixed penalty notices (FPN) in Harley for parking on pavements. PCSO Gray noted that there had been two leaflet drops in the area , this had not improved the situation so advisory notices had been issued. As vehicles were still obstructing the pavement, tickets were then issued. It was commented that the police do not have to issue any warnings, FPN can be issued without warning, it was also noted that not all properties had been included in the first two leaflet drops.

2493. Members noted that some residents were under the impression that the issue of FPN was a parish council instruction and this had lead to several disagreements. PCSO Gray stated that the police had spoken to the residents who have complained about the issue of FPN and one has subsequently elected to go to court with the matter.

2494. Several meetings have taken place including one with RMBC, where the provision of more parking space was discussed. It was thought the new village hall car park could be utilised and it appears that RMBC have been liaising Wentworth Estates.

2495. It was noted that there are also issues with the obstruction of pavements by parked vehicles in Wentworth, but this seems to be mainly caused by visitors to the area.

2496. The second phase of the security initiative is progressing and it is thought 20 units will be required. Harley Members to visit the properties identified for phase two.

2497. There has been a further serious accident on Cortworth Lane, the road being closed for a couple of hours. It was noted that new signage has been put in place. PCSO Gray to enquire whether the traffic police and the speed camera can visit the area again.

2498. It was noted that no further burglaries have been reported in the parish and that the police have carried out crime prevention visits in the area.

2499. Members noted that there are still incidents of dog and horse fouling along Back Lane

Harley Village Hall

2500. It was noted that the parish council is unable to help with the VAT recovery on work done on the new car park. HMRC rules are very prescriptive and the work was not considered VAT recoverable.

2503. The council tax demands have been received in the area for the next financial year, it was noted that the parish has the lowest precept amongst similar sized parishes.

Proactive Councilling

2506. Several articles have been prepared for the newsletter, Councillor Dickerson is to prepare an article on litter. It was noted that the grass on Coach Road has been churned up by the hedge cutter and the reported broken stiles have not yet been repaired.

2507. RMBC have not responded to the questions raised regarding the proposed licensing of grit bins. Clerk to prompt

2508. It was noted that 3 out of 8 awards recently given by the WNAA for work in the community had been given to individuals within the Wentworth Parish Councillor Hunton proposed a vote of thanks to Councillor Lomas for his work with the WNAA.

Open Forum

2509. The memorial dedication service for Councillor Hardwick is be discussed at the next meeting.

2510. The next meeting was confirmed as the 12th April 2010 at 6.30pm at the Mechanic's Institute. Agenda to be distributed.
