WENTWORTH PARISH COUNCIL MEETING

Held in the Mechanics Institute Wentworth

On Monday 21st April 2008 at 7.00pm

1786. Present

1787. Minutes

The minutes of the meeting held on 17th March were accepted as a true record with the exception of minute 1758, which was amended to read

1788. Casual Vacancy

RMBC has advised that a by-election was not requested to fill the vacancy of councillor in the Wentworth ward. Mr R Clamp was nominated for co-option to the parish council

Councillor Dickerson abstained, all other votes were in favour, Mr Clamp was co-opted to the parish council

Matters Arising

1789. RMBC have painted the H-Signs along Main Street in an attempt to prevent driveways being blocked by parked cars, but have missed the ones outside the Mechanics Institute and Manor Farm, clerk to report

1790. The memorial benches for Harley have been completed and should be on site within a week. The wording for the plaque was agreed and a list of individual name plaques has been obtained. Individual plaques are to be recharged to the families concerned

Mr Beedham joined the meeting at 7.10pm

1791. The wording for Councillor Sharp's memorial was agreed and the clerk is to advise Councillor Stevenson of the expected delivery date of the bench so the hard standing can be prepared

1792. RMBC have been seen litter picking in the area, but Mill Lane is still considered to be a problem, clerk to report.

1793. The valuation office has issued a rateable value notice for the Harley pavilion, a meeting is to be convened with the village associations to decide where the liability should be placed.

1794. Councillor Stevenson has retrieved the parish documents from the estate office. It was noted that there are several very old ledgers and documents there which could be of interest to local residents. It was decided to contact Mr Young to see if he would be willing to add the documents to the village collection. It was thought it may be a nice idea to have a public open day to view the documents before they went into storage. Clerk to contact Mr Young and ask for his comments on the proposal

Harley Play Scheme

1795. The first phase of the Harley play scheme was officially opened on the 20th April, there was strong support for the opening of the scheme and most agreed that wood was the better choice for the equipment. The group are still on track with the funding and phase three is expected mid summer. The clerk reported that a copy of the invoice has been sent to the insurers and a proposal is awaited.

Police Report

1797. The police have advised councillors that due to health and safety issues the mountain bikes can not be used during wet weather. Clerk to write to SY Police expressing concerns that the bikes will never be in use and asking for clarification of exactly when the weather prevents the bikes being used.

1798. Grates in the area have been stolen, although they have been replaced it would appear that the theft of metals is an increasing problem. Clerk to write to police asking what steps they are taking to try and contain the problem and expressing concerns that they ought to be more proactive.

1801. A correspondence list to be circulated to councillors at the start of future meetings

Parish Plan

1802. The Chairman proposed thanks be offered to all involved in the parish plan initiative, the recent launch event had been well attended and the plan well received

1803. Councillor Hardwick asked if articles about the parish plan, Councillor Sharp's memorial and the vermin problem could be forwarded to her by the end of the week. Councillor Dickerson requested an item asking horse riders to clean up after their horses on roads and footpaths.

1804. Mr Morley reported that the parish plan group had been presently surprised by the amount of interest shown in the parish plan and went on to comment that this was only the start of the plan, actions are now to be implemented and monitored. He noted that priorities identified in the action plan included initiatives for elderly residents and younger residents and that easy wins had also been identified to keep the momentum going.

1805. Councillor Lomas noted that several items identified on the parish plan action list had previously received attention from the parish council and although the outcome was not always successful the items and work done on them should be reviewed. The parish council needed to publicise itself more and even if the initiatives were unsuccessful the residents need to be advised of the work done an the reasons why the initiatives have failed or been blocked by third parties.

1806. It was noted that Mr Cuff, the CEO of RMBC had attended the parish plan launch event on the 15th April and had endorsed the plan on behalf of RMBC. It was thought that if RMBC failed to help the parish plan be realised then Mr Cuff should be advised personally.

1807. It was decided that various parish councillors be responsible for various actions within the parish plan.

1808. The Chairman asked that the parish council formally endorse the parish plan.

Open Forum

1809. Councillor Dickerson had previously asked RMBC to replace rights of way stiles with gates, but this had never been done. She asked if the parish council could consider making a contribution to the work. It was noted that a new footpaths officer would would be in place soon and the request should be re-submitted.

1810. Councillor Hunton reported that a few stiles have been replaced in the area, but they are too high. Clerk to report

1811. It was noted that the request to WNAA for additional litter bins had not been actioned. RMBC Councillor Hodgkiss to look into the matter, although it was noted that the budget had not been finalised.

1812. The fencing along Bird Cage walk has still not been attended to and is deteriorating. Clerk to report

1813. It was noted that an earlier Government initiative would see funding devolved to area assemblies, it appeared that this is not happening as they appeared not to have funds to spare and in some cases less than before the new initiative. Clerk to write asking where the funding is and why it appears not to be available to the areas assemblies.

1814. RMBC Councillor Hodgkiss asked if the new traffic claming measures in Nether Haugh are having any effect. It was thought generally they were, but that at junctions as vehicles slowed, the queuing vehicles are misinterpreting the actions as slowing to allow them to leave the junction.

1815. Councillor Hardwick noted that the bottle bank is still being used early in the morning.

1816. Councillor Dickerson noted that the verges on Back Lane had not been attended to and are encroaching substantially onto the footpath. It was noted that Wentworth Estate prefers to see natural edges to verges rather than highly manicured ones. Clerk to write to Wentworth Estate, a parishioner has complained about the drains on Back Lane.

1817. It was noted that the footpaths around Manor Farm and Wood Lane are being used by horses ridden at full gallop, they are also churning up the footpath surface making it difficult and dangerous for pedestrians to use. Clerk to report

1818. A report had been noted in a previous issue of the Rotherham Advertised that RMBC had been awarded £2m of funding for play areas. Clerk to write and ask for advice on how the funding can be accessed

1819. The June meeting is to be moved to the 9th, due to holiday commitments

1820. The next meeting was confirmed as the 19th May 2008 at 7.00pm at the Mechanic's Institute. Agenda to be distributed.
