WENTWORTH PARISH COUNCIL ANNUAL GENERAL MEETING

Held in the Mechanics Institute Wentworth

Minutes

2583. The minutes of the meeting held on 17th May 2010 were accepted as a true record and were authorised to be signed by the Chairman

Matters Arising

2586. The phone box lock has not been completed, clerk to prompt .

2587. The stencilling on the notice board to be left intact when It is refurbished. Clerk to advise joiner

2588. The tree in the corner of the car park has now been felled, but it was noted that the top rail of the fence is partly missing. Contractor to be contacted to replace.

2589. Litter and rubbish is being dumped a the recycling point, RMBC have removed he rubbish. A sign to be placed on the fence stating no tipping, no littering. A similar notice advising of dogs/horses to be placed at the gate to the field. The matter to be mentioned to the landlord of the adjoining public house.

2590. The matter of gritting was raised at the recent WNAA, Street Pride noted that the WNAA have a devolved budget and that the matter should be raised with them. RMBC will not provide additional bins and will not work in partnership with the parish council on the matter. Prices to be obtained for grit bins and for refilling. A local contractor is to be approached.

2591. A response has been received from the Safety Camera Partnership, the accident rate in the area is considered to be low and they will not be visiting the areas requested. Members asked that the school be contacted to ascertain interest in trying to get the school children to do a smiley face exercise in the area.

2592. A response has been received from RMBC regarding the parish boundary review. It is proposed the whole of the Hoober ward be merged with Wentworth and the current Thorpe Hesley area remain unchanged. It appears that the proposal to rationalise the parish into two wards will be accepted. Final confirmation will be given before the next elections. Members asked that it be clarified that the current Barley Hole area is to be merged with Harley

Councillor Woodcock declared an interest in the following matter and refrained form the discussion.

2593. An amended quote for the new boiler at 119 Barrowfield has been received. The quote was accepted and the work to be completed at the earliest opportunity. The tenant to have limited choice of focal point fire.

2594. Wentworth Estates have written regarding the use of the Fitzwilliam crest on parish council business and the pavilion. Members are concerned that the pavilion upgrade will not now go ahead as a storage hut has been placed on site. The crest is thought not to be copyright, but it was agreed that a new crest be used on any future parish council Clerk to advise Wentworth Estates. Members noted the concern from the estate about an article in the latest newsletter

2595. A local car enthusiast club has requested the use of Wentworth playing field for a summer rally. Members declined on the grounds of local disruption.

2596. A handrail is required for the rear steps of 117 Barrowfield. Members authorised the work to be undertaken.

2597. Concerns have been raised about the steps to the pavilion and the manhole covers to the rear of the pavilion. The covers to be replaced and a local builder is to be asked to look at what improvements could be made to the steps.

2598. It was noted that the bolt has been removed from the gate on the Spittalhouses to Kirby Lane bridle path. RMBC be requested to replace it

2599. RMBC have responded to a few of the outstanding traffic issues, Councillor Hunton to arrange a site visit.

2603. The SY Fire & Rescue consultation was not completed

Proactive Councilling

2604. There have been further reliability issues with the 227 bus service during June, clerk to write to SYPTE.

2605. There has been a further accident along the A6135, the coroner has been advised and is thought to be awaiting a BMBC report. A recent national newspaper article was noted, it stated that funding for speed cameras is to be cut. They are only to be used where there is a problem, not as a traffic calming measure.

2606. It was noted that estate agent flyers have been received in the area offering free valuations as there are buyers wanting properties in the area.

2607. The HVP have visited a nearby village hall with office space and a drop in café, the facility has been sited in a disused chapel. The HVP are considering whether a similar option could be adopted in Harley, rather than a new build facility.

2608. It was noted that has been an accident at the junction of Clayfields Lane and Cortworth Lane.

2609. Discussions are still underway regarding the personal security initiative, a final price is yet to be agreed.

2610. There has been no further meeting of the Harley parking committee.

2611. Church Drive has been repaired, members asked if the road is to be resurfaced with golden chippings, as is other areas of the village.

Open Forum

2612. The Buttercross has been damaged, a local contractor is to look at the repair options, it is thought a new replacement stone should be considered. The matter also to be raised with RMBC as it is thought it could be their responsibility. Members asked if a plaque, explaining what the Buttercross is, could be considered.

2613. A parishioner has queried whether progress has been made on a loop system for the Mechanic's Institute. Clerk to query with WVCA.

2614. It is thought that a burglar, recently active in the area, has been caught.

2615. It was agreed the September meeting be moved to the 6th due to other commitments

2616. The next meeting was confirmed as the the 19th July 2010 at 6.30pm at the Mechanic's Institute. Agenda to be distributed.
