WENTWORTH PARISH COUNCIL MEETING

Held in the Mechanics Institute Wentworth

The minutes of the meeting held on 15th June 2009 were accepted as a true record and were authorised to be signed by the Chairman

Matters Arising

2263. The devolved budget matched funding for the parish recycling skips has been approved, further agreements have been signed and a date in late October proposed. Clerk to liaise with RMBC on confirmation of the date.

2264. The Harley Parents Group are to formally dissolve the organisation, as was always the intention, as the scheme is complete. The HPG does have concerns regarding the contribution to the insurance by the Harley Activity Group

2265. Further responses have been received from RMBC regarding the traffic issues raised at recent meetings. The request for a mirror at the junction of Harley Road and Occupation Road has not been agreed to, the main problem is parked vehicles, which RMBC consider to be a police matter, rather than any issue with site lines from the junction. The bends at Harley are to have a road

2266. The Harley bends are to have a road narrows warning sign. The change in speed limit along Hague Lane is considered to be adequate RMBC are to contact the parishioner regarding the last H- Sign along Main Street, other solutions could be more appropriate.

2267. A site meeting is to be arranged to discuss various matters further.

2268. Members noted that at a recent Streetpride site meeting the proposal to improve the 30mph zone on Hague Lane seemed to be well received, although it would require an extension to the Wentworth street Light system.

2269. Two quotes have been received for ongoing regular maintenance of the car park and playing field in Wentworth. Members considered 3 or 4 visits per annum (starting in the spring) would probably be sufficient.

2270. RMBC are to provide sand bags and sand sacks to local parish councils who can store and distribute them properly. Members agreed that whilst a good idea, the logistics would prove too onerous for the parish council. It was also noted that it was a devolvement of responsibility by RMBC

2271. The objection to the solar panels on the planning application at Harley Hall has been acknowledged by RMBC, but subsequently conditional planning permission has been granted for the proposal

2272. The misunderstanding regarding the Hoyland Town JFC (HTJFC) request to play on the Wentworth pitch has been resolved. It has been confirmed the only team to play and practise on the pitch will be the under 9 team.

2273. Members noted that all the hedges in the parish were in need of cutting, they are imposing on various footpaths and pavements and in places are obscuring road signs as well as looking unsightly. It was noted that branches are overhanging the footpath between the garden centre and Doric Lodge. Clerk to report to Wentworth Estate and RMBC

2275. Members are concerned about incidents with the grass cuttings dumped on Back Lane, it appears dead rats are being pulled from the grass by children and dogs. Matter to be reported to Wentworth Estate

2276. Mr Morley asked that vehicle sizes and weights be added to the forthcoming site visit to discuss traffic problems

Police Matters

2277. Several burglaries and attempted burglaries have been reported in the area recently, it is thought the incidents may be connected to a recent door to door sales campaign. Clerk to contact SY police for further information.

2279. It was noted that the internal audit had been completed with no issues being raised. The return has now been sent to the external auditors. The finance file has now been passed the finance committee for councillor checking.

Proactive Counciling

2282. It is hoped the first batch of personal safes for the pilot scheme will be purchased within a week, Age Concern are to fit the safes for a small charge. Members are to discuss the proposals with residents in the pilot scheme area

2283. Members asked that an article on the Rothercare alarms be included in the next newsletter. Mr Morley asked about funding for the scheme. Councillor Stevenson to raise the matter at the next Wentworth Partnership meeting

Open Forum

2284. Members are concerned about a recent press article regarding a proposal to build substantial numbers of houses between Nether Haugh and Greasbrough. The proposal appears to be one or several areas considered for development for which RMBC is seeking public consultation. The initial consultation scheme appears to be for a fortnight with a couple of public consultation meetings being held . Members asked that concerns about such a large development and the additional strain on local infrastructure be communicated to RMBC

2285. A further newspaper article has been noted, it appears that some local authorities (not RMBC) are trying to prevent local fetes etc by making the paper work complex. The article went on to note that there are many different forms for different events, little help is being offered by local authorities and fines of up to £2000 are being issued for incorrect or incomplete forms. Clerk to advise Wentworth VCA and the Harley Activity Group of the contents of the article

2286. There have been a couple of general articles about the area in local papers, it was noted that some members who contributed to the articles have been incorrectly quoted.

2287. There is still confusion about the ownership of the tree to be felled in the car park. The lease to be examined to determine who has title to any timber on the land.

2288. The September meeting is to include an item on the Wentworth Bonfire preparations in an attempt to avoid the problems of previous years. Clerk to invite WVCA, RMBC and SY police

2289. Councillor Woodcock noted that a large invasive plant has been removed from Cortworth Lane and that an area of Japanese Knotwood appears to have been treated. He asked that any further outbreaks of invasive plants be reported. Members asked that this be included in the next newsletter.

2290. Councillor Hunton attended a meeting with John Healey MP, he specifically commented that RMBC Councillor Hodgkiss has done an excellent job as the chairman of the Area Assembly . He went on to comment that the parish council is in a much stronger position because of the support and work of Councillor Hodgkiss. He also commented that the remaining two RMBC ward councillors are rarely seen or heard from in the parish. Councillor Hodgkiss thanked Councillor Hunton for his comments
