WENTWORTH PARISH COUNCIL MEETING

Held in the Mechanics Institute Wentworth

On Monday 19th October 2009 at 6.30pm

2324. Minutes

The minutes of the meeting held on 21st September 2009 were accepted as a true record and were authorised to be signed by the Chairman

Matters Arising

2325. RMBC have issued a consultation document outlining changes to the Wentworth Parish boundary, the letter to be copied to each councillor. The matter to be added to the November agenda

2326. RMBC have advised that the proposed diversion to footpath #20 has been made and the appropriate orders made.

2327. RMBC have advised that the B6090 will be subject to temporary closure (24th October - 1st November) for repairs to be made to the gas main. Concerns about Coach Road were raised, clerk to ask Wentworth Estate that he gate be locked during the works.

2328. No further comments were made regarding the proposed U9 football tournament. Clerk to advise the club that the tournament can proceed, but that they must liaise with Wentworth Cricket Club.

2329. RMBC have clarified the position regarding the matter of traffic lights at Cortworth Lane, no further alterations are to be undertaken at the junction with Stubbin Lane. It was noted that none of the proposals discussed at the recent site visit have been implemented. Traffic issues to be added to the November agenda

2330. It was noted that most of the blocked drains in Wentworth that had been previously reported to RMBC have now been attended to.

2331. Harley Activity Group have requested permission to hold their bonfire celebrations on the playing field. It was proposed that permission be granted.

The proposal was accepted by majority vote, 8 in favour, 1 against (Councillor Dickerson)

2332. A further meeting of the school governors has been held to discuss admissions policies. Item to be added to the November agenda.

2333. Landscape Agency

The Chairman introduced Mr Alistair Baldwin of the Landscape Agency. Landscape Agency works with other organisations such as English Heritage to preserve landscapes of importance. Mr Baldwin gave a presentation about the landscapes in the Wentworth area and the importance of development outside the immediate area and how it could impact the Wentworth area.

The Chairman thanked Mr Baldwin for taking the time to talk to the parish council, he left the meeting at 8.15pm

Financial Matters

2334. The next item was deemed private and Mr Morley left the meeting at 8.16pm. Councillor Lomas declared an interest and took no part in the discussion

2339. Councillors are concerned that the safe initiative has been widely publicised by SY Police and an article has appeared in the local press. A letter to be sent to Wath police station expressing the concerns

2340. The external audit has been completed, no points were raised by the auditor. The parish Council accepted the external audit report.

2341. It would appear that there are potential funding issues regarding the Mechanics' Institute and that RMBC are not carrying out the structural maintenance required of them as owners. A letter is to be issued to WVCA advising that the parish council will support the Mechanics Institute, but would wish to know of problems before they become critical. Matter to be added to the November Agenda

2344. The playing equipment inspection schedule forwarded by the Harley parents group was noted.

2345. Wentworth Estates have advised the parish council that RMBC Highways are raising concerns about the proposed improvements to the park entrance and request that the parish council confirms its support of the proposals. The councillors discussed the mater and are concerned that the proposed limited parking facilities will cause problems with vehicles parking in nearby roads. They also raised concerns about adequate pedestrian and disabled access, a letter to be issued to Wentworth Estate outlining the concerns.

2346. Wentworth Estates have raised the issue of parish council and Estate representation at the WNAA meetings. Currently Wentworth Estate has full representation whilst the parish council only attends by invitation. It was proposed that this status be reversed. A confirmation letter to be issued to WNAA and Wentworth Estates.

2347. Wentworth Estates has given notice of it's intention to restore the serpentine lakes. No objections were raised. Clerk to advise Wentworth Estates

Proactive Councilling

2348. During the temporary 30MPH restriction on the A6135, there has been a further accident, a car was shunted whilst in the queue at temporary traffic lights

2349. The next phase of the community safe initiative is to be considered early in 2010.

2350. Further articles are required for the spring newsletter, Councillor Hunton is to liaise with the church, Councillor Hales the school and cricket club. Ms Reader is to forward an article on the WNAA.

Open Forum

2351. The stile a the end of Coach Road needs replacing, clerk to report.

2352. Councillor Hunton proposed that a young person lay the wreath at the cenotaph at the Remembrance service, it was proposed that the children of Mr Barber-Lomax be asked to consider laying the wreath on behalf of the parish council. Clerk to write, Councillor Hunton to arrange times etc.

2353. It was noted the new street lighting scheme for Harley is progressing and the first batch of materials have been ordered by RMBC. It was also noted that the light outside the Wentworth village shop has been removed, clerk to enquire when it will be returned.

2354. The hedges along Kirby Lane need attending to, they are obscuring road signs. Clerk to report to Wentworth Estate.

2355. The vegetation along the pavement near to Barley Hole pit needs cutting back and the area litter picking. Clerk to report to RMBC

2356. The flyer for the community skips has been designed and will be delivered to households in the parish
