WENTWORTH PARISH COUNCIL MEETING Held in the Mechanics Institute Wentworth On Monday 21st December 2009 at 6.32pm 2391. Present Councillor Mr D. Hunton (Chairman) Councillors Mr I. Lomas, Mr C. Stevenson RMBC Councillor Mr F. Hodgkiss RMBC Ms. L Reader 2393. Minutes The minutes of the meeting held on 23rd November 2009 were accepted as a true record and were authorised to be signed by the Chairman Proposed Councillor Lomas Seconded Councillor Clamp Police Matters 2394. The police have no further update regarding the recent burglaries in the area. Members thanked the police for the recent work on parking problems in Harley, the issue of blocking pavements appears to have improved. Traffic Issues 2395. RMBC have referred the matter of Barrowfield Lane to the Safety Camera Partnership following the recent road survey. RMBC are to be invited to a closed meeting to discuss outstanding traffic matters in February. 2396. Incidents are still occurring on Cortworth Lane, the RMBC programme of improvements is progressing and is now going through the legal stage. SY Police to look into the possibility of using a mobile speed camera in the area. 2397. The missing fence along the Harley Bends has been passed to StreetPride. Members to consider further matters for the February meeting. Matters Arising 2398. The memorial plaque has now been completed. 2399. Councillor Lomas attended the recent RMBC grounds maintenance meeting, it appears that all grounds maintenance is to be taken back in house and will be under the same control as street cleansing. Concerns were expressed that both areas currently have a low budget and more grounds maintenance work will be charged for. A schedule of works within the parish is to be requested. 2400. Councillor Hunton asked SY Police if they could provide an article for the next newsletter. Members queried the recent publication of the home safe scheme and whether the next phase would attract the same publicity. SY Police confirmed that no further phases would be publicised. 2401. A further licence is required before the film club can commence. 2402. An inspection of the Barrowfiled properties is to be undertaken during the first quarter of 2010 to determine if any repairs are necessary. 2403. Members requested that the village car park signs be replaced, the current ones are looking worn. Wentworth Estate to be approached regarding preferred colour & font. 2404. Councillor Hunton asked that a proposal to upgrade the street lights in Friers Croft be considered. RMBC to be asked about the omission of Friers Croft from the main scheme. A financial contribution to the upgrade could be considered. Financial Matters 2405. Authorisation of cheques and Direct Debit payments for December Proposed Councillor Hales Seconded Councillor Lomas 2406. A draft budget has been proposed, the precept to remain at the current level of £9,000. The budget and precept proposal were accepted. Proposed Councillor Woodcock Seconded Councillor Lomas Committee Room 2407. Concerns have been raised about the suitability of the committee room for use as a part time doctor's surgery, in particular problems with the transmission of flu and other viruses in a room used by others. A meeting between the Wentworth councillors and WVCA to be arranged for early 2010. A6135 2408. The A6135 ARG have held various press meetings over the past few weeks and have invited the Minister for Road Safety to visit the site. BMBC have subsequently marked the tree at the site of recent fatalities for felling. Two further accidents have occurred along the road. It was noted that letters regarding the accidents are starting to appear in local papers. Correspondence 2409. Councillor Stevenson had forwarded two items for inclusion in the open forum. Firstly, the phone kiosk at Nether Haugh has full length advertising on it, this is considered inappropriate for a rural area. A request is to be made to BT to replace the kiosk with an old style red box. Secondly no reply has been received from Wentworth Estate regarding the felling of the tree in the car park, could a reminder be issued. 2412. It was noted that the stream under Mill Lane is eroding the road surface. Matter to be reported to RMBC. Next Meeting 2413.
